प्रधानमंत्री नरेंद्र मोदी ने सोमवार यानी आज (9 अगस्त) समुद्री सुरक्षा के विषय पर संयुक्त राष्ट्र सुरक्षा परिषद (यूएनएससी) की ओर से आयोजित ओपन डिबेट की अध्यक्षता की।

खास बात यह है कि इसके साथ ही नरेंद्र मोदी यूएनएससी की ओर से आयोजित किसी अहम बैठक की अगुवाई करने वाले भारत के पहले प्रधानमंत्री भी बन गए है। इधर यूएनएससी की ओर से आयोजित ओपन डिबेट के अपने अध्यक्षीय संबोधन में पीएम मोदी ने समुद्र को इंटरनेशनल ट्रेड की लाइफलाइन बताया।

पीएम मोदी ने बताए पांच मूल सिद्धांत।

बैठक को संबोधित करते हुए प्रधानमंत्री मोदी ने कहा कि मैं आपके सामने पांच मूल सिद्धांत रखना चाहता हूँ। पहला सिद्धांत ये कि हमें वैध समुद्री व्यापार से प्रतिबंध हटाने चाहिए। हम सभी की समृद्धि समुद्री व्यापार के सक्रिय फ्लो पर निर्भर करती है। इसमें आई अड़चनें पूरी वैश्विक व्यवस्था के लिए चुनौती हो सकती हैं।

शांतिपूर्ण तरीके से हो समुद्री विवादों का हल।

प्रधानमंत्री ने दूसरा सिद्धांत बताते हुए कहा कि समुद्री विवादों का समाधान शांतिपूर्ण और अंतरराष्ट्रीय कानून के आधार पर ही होना चाहिए। आपसी भरोसे और विश्वास के लिए यह अति आवश्यक है। इसी माध्यम से हम वैश्विक शांति और स्थिरता सुनिश्चित कर सकते हैं।

मिलकर करना होगा समुद्री खतरों का सामना।

तीसरा सिद्धांत बताते हुए पीएम मोदी ने कहा कि हमें प्राकृतिक आपदाओं और नॉन स्टेट एक्टर्स की ओर से पैदा किए गए समुद्री खतरों का मिलकर सामना करना चाहिए। उन्होंने कहा कि इस विषय पर क्षेत्रीय सहयोग बढ़ाने के लिए भारत ने कई कदम लिए हैं। चक्रवात, सुनामी और प्रदूषण से संबंधित समुद्री आपदाओं में हम पहली प्रतिक्रिया देने वालो में रहे हैं।

संजो कर रखने होंगे समुद्री संसाधन व पर्यावरण।

प्रधानमंत्री ने कहा कि चौथा सिद्धांत ये है कि हमें समुद्री पर्यावरण और समुद्री संसाधनों को संजो कर रखना होगा। जैसा कि हम जानते हैं कि समुद्रों का जलवायु पर सीधा प्रभाव होता है। इसलिए हमें अपने समुद्री पर्यावरण को प्लास्टिक और तेल गिरने जैसे प्रदूषणों से बचाना होगा।

जिम्मेदार समुद्री संपर्क को प्रोत्साहन दिया जाए।

पीएम मोदी ने कहा कि पांचवां सिद्धांत ये है कि हमें जिम्मेदार समुद्री संपर्क को प्रोत्साहन देना चाहिए। यह स्पष्ट है कि समुद्री व्यापार को बढ़ाने के लिए बुनियादी ढांचे का निर्माण आवश्यक है। लेकिन ऐसी परियोजनाओं के विकास में देशों की वित्तीय स्थिरता और अवशोषण क्षमता को भी ध्यान में रखना होगा।

यूएनएससी में पहली बार हुई ओपन डिबेट।

गौरतलब है कि संयुक्त राष्ट्र सुरक्षा परिषद में कई बार ऐसा होता है जब किसी मुद्दे पर चर्चा का आयोजन होता है लेकिन ऐसा पहली ही बार हो रहा है जब ओपन डिबेट हो रही है. ऐसा इसलिए हो रहा है क्योंकि समुद्र से संबंधित विषय पर कोई अकेले निर्णय नहीं ले सकता। इसीलिए संयुक्त राष्ट्र ने सभी देशों को ओपन डिबेट के लिए आमंत्रित किया। इस ओपन डिबेट में केन्या के राष्ट्रपति और वियतनाम के प्रधानमंत्री भी शामिल हुए।

भारत इस साल अगस्त से कर रहा यूएनएससी की अध्यक्षता।

बता दे भारत इस साल अगस्त महीने के लिए यूएनएससी की अध्यक्षता कर रहा है। एक अगस्त से भारत ने यह जिम्मेदारी संभाल भी ली है। गौरतलब है कि यूएनएससी में केवल पांच स्थायी सदस्य अमेरिका, चीन, ब्रिटेन, रूस और फ्रांस है।
