Washington DC: मिडिल ईस्ट में बढ़ते तनाव के बीच अमेरिका ने भारत को रूसी तेल खरीद जारी रखने के लिए 30 दिन की अस्थायी छूट (Waiver) देने का फैसला किया है। यह फैसला वैश्विक ऊर्जा बाजार में अस्थिरता को कम करने और तेल आपूर्ति को बनाए रखने के लिए लिया गया है।

अमेरिकी ट्रेजरी सेक्रेटरी स्कॉट बेसेंट ने शुक्रवार को इस फैसले की घोषणा की। उन्होंने कहा कि यह छूट सीमित मात्रा में रूसी तेल खरीदने की अनुमति देती है, ताकि मौजूदा भू-राजनीतिक संकट के बीच अंतरराष्ट्रीय ऊर्जा बाजार पर दबाव कम किया जा सके।

सोशल मीडिया प्लेटफॉर्म X पर पोस्ट करते हुए बेसेंट ने स्पष्ट किया कि इस छूट से रूस को बड़ा आर्थिक लाभ नहीं होगा। उन्होंने कहा कि यह अनुमति केवल उस रूसी तेल पर लागू होगी जो पहले से समुद्र में ट्रांजिट में है।

रिपोर्ट के अनुसार, पिछले सप्ताह तक एशियाई समुद्री क्षेत्र में लगभग 9.5 मिलियन बैरल रूसी कच्चा तेल जहाजों में मौजूद था। यह छूट केवल 5 मार्च से पहले लोड किए गए कार्गो पर लागू होगी और 4 अप्रैल (वॉशिंगटन समयानुसार 12:01 बजे) तक प्रभावी रहेगी।

होर्मुज जलडमरूमध्य को लेकर बढ़ी चिंता

यह फैसला ऐसे समय आया है जब ईरान ने दावा किया है कि उसने होर्मुज जलडमरूमध्य को बंद कर दिया है। यह समुद्री मार्ग वैश्विक ऊर्जा व्यापार के लिए बेहद अहम माना जाता है।

ईरान और ओमान के बीच स्थित यह जलडमरूमध्य फारस की खाड़ी को ओमान की खाड़ी और अरब सागर से जोड़ता है। अनुमान है कि दुनिया की लगभग 20 प्रतिशत तेल और गैस आपूर्ति इसी मार्ग से होकर गुजरती है। यदि इस क्षेत्र में लंबे समय तक बाधा बनी रहती है, तो इससे वैश्विक ईंधन कीमतों में बढ़ोतरी, महंगाई और आर्थिक अस्थिरता का खतरा बढ़ सकता है।

भारत की रणनीतिक तेल भंडारण क्षमता

वैश्विक तनाव के बीच भारत सरकार ने देश की ऊर्जा सुरक्षा को लेकर भरोसा जताया है। केंद्रीय पेट्रोलियम मंत्री हरदीप सिंह पुरी ने हाल ही में राज्यसभा में कहा कि भारत के पास पर्याप्त रणनीतिक पेट्रोलियम भंडार मौजूद है। उन्होंने बताया कि अगर वैश्विक आपूर्ति में बड़ी बाधा आती है, तो भारत के पास करीब 74 दिनों की मांग पूरी करने के लिए तेल भंडार उपलब्ध है।

रूस-भारत ऊर्जा संबंधों पर नजर

अमेरिका के इस फैसले के बाद रूस और भारत के ऊर्जा संबंध एक बार फिर चर्चा में आ गए हैं। इससे पहले वॉशिंगटन की ओर से दावा किया गया था कि भारत रूसी कच्चे तेल की खरीद कम करने पर सहमत हुआ है। हालांकि भारत सरकार ने इस तरह की किसी प्रतिबद्धता की सार्वजनिक

पुष्टि नहीं की है। वहीं रूस ने भी उन रिपोर्टों को खारिज किया है जिनमें कहा गया था कि भारत मॉस्को से तेल आयात घटा रहा है। रूसी विदेश मंत्रालय की प्रवक्ता मारिया जाखारोवा ने कहा कि भारत द्वारा रूसी ऊर्जा संसाधनों की खरीद दोनों देशों के लिए लाभकारी है और इससे वैश्विक ऊर्जा बाजार की स्थिरता बनाए रखने में मदद मिलती है।

इस बीच अमेरिका ने हाल ही में भारत से आयात पर टैरिफ घटाकर 18 प्रतिशत कर दिया है, जिसे दोनों देशों के बीच व्यापार और ऊर्जा सहयोग मजबूत करने की दिशा में एक कदम माना जा रहा है।
